The Elementary & Secondary Education Foundation (ESEF), Government of Khyber Pakhtunkhwa, has announced professional consultancy opportunities for highly qualified and experienced individuals. The recruitment is being carried out in coordination with the Elementary & Secondary Education Department (E&SED) and with technical support from UNICEF.
ESEF has invited applications under Rule 28(1) of the Khyber Pakhtunkhwa Public Procurement Regulatory Authority (KP-PPRA) Rules, 2014 for two specialized consultant positions. These assignments are focused on education sector analysis, strategic planning, education financing, costing and data analysis.

There is one position available for each consultancy assignment.
1. Senior Education Sector Analysis and Planning Consultant
ESEF is seeking a senior professional for the position of Senior Education Sector Analysis and Planning Consultant.

The successful candidate should have substantial professional experience in education-sector planning and analysis.
Required Experience
Candidates are expected to have approximately 10 to 12 years of experience in leading Education Sector Analysis (ESA) or Education Sector Plan (ESP) assignments.
2. Education Costing, Financing & Data Analysis Consultant
The second consultancy opportunity is for an Education Costing, Financing and Data Analysis Consultant.

Candidates with strong experience in education expenditure analysis, financial modelling, costing exercises and data interpretation should carefully review the Terms of Reference.
Duration and Duty Station
The primary duty station will be Peshawar, with field travel across different areas of Khyber Pakhtunkhwa where required.
Responsibilities of the Consultants
The two consultants will jointly contribute to major deliverables related to the development of the Education Sector Plan.
Their work will involve producing evidence-based analysis and supporting the planning process through research, consultations and technical inputs.
The consultants will participate in consultations and validation workshops involving relevant stakeholders.

The competent authority reserves the right to reject any or all proposals in accordance with Rule 47 of the Khyber Pakhtunkhwa Public Procurement Regulatory Authority Rules, 2014.
No TA/DA will be provided for submission of proposals.
